The social valuation of burying the highway to overcome community severance

Abstract
Community Severance (CS) is one of the main environmental impacts that massive transport infrastructures produce on urban areas. Separation of different areas and reducing accessibility are some of the main effects of CS. These costs lack a proper appraisal based on willingness-to-pay (WTP). Using discrete choice models on a sample of residents from a neighbourhood affected by a recent ring road, we estimate WTP to assess the cost of mitigating CS. In particular, we explore WTP for burying the highway incorporating amenity elements that enhance neighbourhood accessibility. This allows us to investigate not only the cost of CS but which characteristics of the mitigation measures are more desirable.
